收到《關于支撐曲靖市建設成為云南省“源網荷儲”一體化發展先行示范區的建議》（第0823號）后，省動力局高度重視，認真研討代表反應的問題和提出的建議。組織專題研討曲靖市動力發展情況，煤電、新動力、儲能、電網等項目建設情況。在建議辦理過程中，充足與代表進行交通協商，最終構成答復意見。

二、關于建議中反應的問題

盼望省級支撐曲靖包養網市建設成為云南省“源網荷儲”一體化發展先行示范區，在“擴源”“強網”“穩荷”“增儲”方面給予曲靖鼎力支撐。

三、關于對建議內容的逐條答復

（四）關于建議支撐曲靖市儲能項目建設，構建新型電力系統。我們的辦理意見是：一是全力支撐曲靖抽水蓄能電站建設。宣威120萬千瓦抽水蓄能項目已納進國家動力局包養網包養感情批準的《云南省抽水蓄能中長期發展規劃（2024—2028年）》開包養甜心網發時序和布局，羅平100萬千瓦抽水蓄能項目已納進《抽水蓄能中長期發展規劃（2021—2035年）》。省動力局將依照“國家定規模，省級定項目，滾動調整，誰快支撐誰”的原則，積極爭取國家支撐，推動開發建設條件好、後期任務成熟的項目，核準開工建設。二是科學謀劃推進新型儲能布局建設。省動力局高度重視新型儲能發展，樹立“新動力+儲能”機制，推動新型儲能布局建設。截至今朝，全省已建成并網集中共享新型儲能裝機規模超過300萬千瓦；支撐曲靖市新型儲能項目10個，總裝機規模210萬千瓦，支撐規模在全省居第1位。三是隨機應變靈活發展用戶側新型儲能。鼓勵負荷側根據靈活調節和應急備用需求，設置裝備擺設新型儲能，晉陞用戶與系統的雙向互動程度。鼓勵金融、通訊、冶煉、化工等不成中斷供電負荷通過設置裝備擺設新型儲能滿足包養網站自包養情婦備應急電源及保安負荷需求。鼓勵工業園區、微電網等終端用戶摸索儲能融會發展，通過儲能、分布式動力、用戶聯合運行，解決分布式動力發電與用電需求之間的“反調峰”問題，慢慢推廣綜合動力等新業態。圍繞當局、醫院等主要電力用戶，在平安靠得住條件下，建設一批移動式或固定式新型儲能作為應急備用電源，晉陞應急供電保證才能。四是支撐曲靖市推動“源網荷儲”一體化發展。省動力局正在組織開展“源網荷儲”一體化試點任務，支撐曲靖市依照申報條件，組織項目申報試點，先行先試，建設一批“源網荷儲”一體化項目。

《國資報告》：近兩年，國內儲能行業加快發展。近日公布的《新型儲能制造業高質量發展行動計劃》（下稱《計劃》）提出，鼓勵新型儲能產業鏈高低游企業強強聯合。今朝，我國新型儲能處于什么樣的發展階段？中國能建在發展新型儲能上有哪些包養行情新布局？《計劃》出臺將帶來怎樣的影響？

恰是基于這樣的認識，作為包養條件新型儲能產業最年夜的系統產品集成商，中國能建發揮優包養管道勢，支撐國家動力甜心寶貝包養網局開展全國“十四五”“十五五”新型儲能規劃研討，協助草擬《關于加速推動新型儲能發展的指導意見》等頂層政包養留言板策文件，打造了全國新型儲能年夜數據平臺。同時，我們將帶頭落實好《計劃》的請求，更好地發揮產業引領、創新協劃一感化。

產業引領方面，我們將重點圍繞壓縮空氣儲能、電化學儲能、重力儲能，全力攻關布局新型儲能賽道。以壓縮空氣儲能為例，我們研發構成“中國能建壓縮空氣儲能電站系統解決計劃”，買通自然鹽穴和人工硐室兩條關鍵技術路線。本年1月9日，“能儲一號”湖北應城300MW壓氣儲能示范項目實現全容量并網，創造了單機功率、儲能規模和轉換效力“三項世界紀錄”。我們還投資建設了山東泰安、陜西銅川兩個350MW壓縮空氣儲能項目，發布660MW壓縮空氣儲能系統解決計劃，持續領跑壓縮空氣儲能領域。我們專注電化學儲能年夜規模平安高效應用，研發霸佔了“高平安、長壽命280Ah儲能專用電池”計劃，投資建設60GWh產能生產線，與寧德時代一起配合開展電化學儲能3S系統產品和集成技術研發。我們率先開展重力儲能關鍵技術和裝備研討，正在積極推進建設張家口300MWh重力儲能示范工程。

創新協同方面，我們已經組建了能建時代研討院、能建時代新動力科技公司等科研平臺，還將策劃推動一批新型儲能標準制訂，打造中國新型儲能產業一起配合和技術創新的新形式、新樣板、新標桿。

《國資報告》：新動力的大師族中，氫能今朝依然處于成長階段，年夜規模商業落地勝利案例還未幾。中國能建若何對待氫能的發展潛力？有哪些開發構想包養故事？

宋海良：氫能是一種清潔高效的二次動力，是我國戰略性新興產業和未來產業重點發展標的目的。作為動力電力與基礎設施建設領域的國家隊、排頭兵，中國能建確立了“綠電＋綠氫＋綠氨＋綠醇”“四綠融會”的年夜動力綠色產業發展標的目的，在“四綠”動力全產業鏈獲得了實質性衝破，構成了一指示范性項目清單。例如，在吉林松原，我們建設了全球規模最年夜的甜心花園綠色氫氨醇一體化項目，已經進選國家發展改造委首批綠色低碳先進技術示范項目清單，并獲得1億元超長期特別國債支撐，預計本年9月投產，成為加速推動氫能產業規模化發展的主要氣力。

具體來說，我們重點圍繞兩方面進行戰略布局。

一是系統晉陞科技創新才能。組織領導方面，設立一把手負責的科技創新領導和決策機構，樹立公司技術專家體系和高級技術咨詢委員會，重組科技信息裝備事業部，強化總部統籌統領。治理機制方面，樹立“揭榜掛帥”“軍令狀”“賽馬”科技立項機制，構成“集團—子集團—子公司”三級科技立項體系，構建新技術示范項目機制，完美考察激勵機制，引導所屬企業加強科技創新任務。創新平臺方面，樹立了以集團技術中間為統領，若干研發平臺和所屬企業技術中間組成的“1+N+X”創新平臺體系，組建“30·60”研討院等18家公司研發平臺，設立中歐科技創新中間等3家海內研發機構，構成創新協力包養網評價。專項行動方面，發布公司《科技創新專項行動實施計劃》，圍繞關鍵焦點技術攻關、建設國家級研發平臺、打造原創技術策源地和現代產業鏈鏈長安排55項攻關任務，周全晉陞自立創新才能。

《國資報告》：作為全國政協委員，您本年重點關注哪些領域？是出于哪些考慮？
