自古以来，中华民族的发展与农业发展相伴而生。我国幅员辽阔、人口众多，农业是我国作为人口大国的安身包養網立命之本，是国民经济的重要组成部分。进入新时代，农业增效、农村繁荣、农民富裕、农耕文化传承依旧是党和国家关注的重点。为了更好地适应新时代与新形势，焕发农村经济活力、提高农民生活水平、实现农业农村现代化，需要将创新理论应用在农业之中，通过以科技自主创新为核心的全面创新，实现农业创新，推动中国农业发展的不断转型，确保粮食安全，延续中华民族的优秀传统文化与瑰丽文明。

乡村创新发展是国家创新发展不可分割的部分，乡村创新体系和城市创新体系作为国家和区域创新体系的重要支撑，对促进和完善国家和区域创新系统建设、提升国家创新能力具有重要基础性意义。中国制造业与服务业创新关注度高、进展快，但农业创新仍严重滞后。以美国、以色列、加拿大、澳大利亚等为代表的国家在农业创新方面探索出不少的成功模式，为缩小城乡差距、促进包養乡村振兴提供了经验。以以色列为例，以色列十分重视农业的科技投入，农业发展走资源高效集约化的道路，20世纪80年代，以色列科技进步对农业增长的贡献率就已经达到96％。虽然我国在工程领域的科技创新水包養平达到了新的高度，但是我国农副食品加工业等这些涉及民生的消费品的创新水平很低，创新成效明显不足，农业科技投入占农包養網业包養網产值仅为0.3％左右（以色列则占3％）。

因此，我国的国家创新应将农业创新系统作为一项重大的战略性的组成部分，通过所谓乡村创新系统，使农业科技领域创新成为新的发展方向和潜力所在，建立适合本国国情的农业科技创新体系，形成具有中国特色的国家创新体系布局。

科技创新赋能现代农业发展

科技是第一生产力，乡村创新系统的发展核心是农业科技创新与扩散应用，农业科技创新的核心是建立和完善农业科技创新体系。包養網这一体系是由公共部门的农业科研机构、高等院校、农业科技推广服务机构组成的国家农业科技创新体系、农业企业技术创新体系、农业科技中介服务体系以及国内外农业科技创新环境组成的网络系统，其核心是农业科学技术知包養網识的生产、循环流转和应用。

我国农业科技创新需要围绕面向国内的农业现代化建设和面向国际的农业科技竞争两大历史性战略任务开展建设。一方面，是通过农业科技现代化实现农业现代化，加强农业与科技融合。2020年习近平总书记在吉林考察时强调：“科研人员要把论文写在大地上，让农民用最好的技术种出最好的粮食。”“要积极扶持家庭农场、农民合作社等新型农包養網业经营主体，鼓励各地因地制宜探索不同的专业合作社模式。”另一方面，是在战略必争的基础和前沿技包養網术领域开包養展科研创新，加强农业科技创新和推包養广，夯实粮食安全基础，包養延伸农业产业链，着力发展高附加值、高品质农产品，提高农业综合素质、效益、竞争力，提高农业国际竞争力。

农业科技创新体系的建设需要适应现代农业发展规律，由农业科技创新主体和创新要素综合集成，包括了农业科技创新主体、农业科技创新环境、农业科技创新成果与应用、农业科技创新国际合作等多个方面，涵盖现代农业科技研发体系、农业科技成果转化体系、新型农业科技推广与服务体系和农业科技创新人才培养体系，是一个服务现代包養农业发展，通过推动农业科技进步实现生产力与生产关系变革的综合系统包養，体现了农业创新是以科技自主创新为核心的全面创新，需要兼顾生产力的解放与生产关系的改善。

经过多年的发展，我国已经拥有具有世界竞争力的农业科研院所和一流大包養学，今后应进一步发挥在农业科技创新的重要作用。同时，农业科技创新体系还应进一步完善以企业为主体、产学研结合的技术创新体系，通过对农业领域的科技领军企业的培育与支持，进一步形成更多的具有强大研发与创新能力的龙头企业，同时也应进一步加大对农业领域“专精特新”的中小微企业的支持力度。通过关键种业、农产品加工等方面关键核心技术的攻关，进一步组织若干农业领域的创新包養联合体，牢牢把握我国农业领域的创新主导权，助力“稳住农业基本盘”。

制度创新激励乡村创新发展

创新不是依靠单个方面的改进或提升，也不是自然而然生发出来的，而是有组织、有设计地开展创新的结果。乡村包養创新能力的提升不只是政府主导的多元化科技创新体系的建立和完善，更需要通过因地制宜的城镇化、土地制度、集体包養網产权制度和经营管理制度的改革，来加强乡村治理体系的服包養網务与支撑能力，调动全员参与全要素创新的积极性，形成全民创新创业的文化氛围。制度经济学的共识之一是通过产权制度改革激励社会主体参与经济发展的积极性和创造力，我国现阶段的家庭承包责任制就是通过制度改革保障农业创新主体参与积极性的典型代表。农村集体用地和宅基地“三权分置”改革包養網、农业生产支持保护制度完善、农业科技成果产包養網权保护制度建设等包養是适应市场化、国际化趋包養势，保护和调动农民、企业以及科研机构等创新主体全员参与乡村创新系统建设，实现乡村创新创业和综合能力提升的重要制度保障。制度变革基础上的管理创新是实现乡村治理体系变革的重要保障。基层自治组织和乡镇企业通过管理模式创新激励和带动全员创新，是实现致富和农村包容性增长的重要途径。

社会化、立体化和网包養網络化的中介服务体系、新型农业合作社、普惠金融融资体系、农业技术远包養網程培训网络、信息化服务体系和现代物流体系等中介组织和网络体系建设，具有重要的支撑价值。尤其是现代互联网和现代物流包養普及对完善乡村创新网络基础设施、联通乡村创新系统和城市创新系统具有重要价值，这对加快城乡人力资本和智力资本流动、匹配城乡创新要素与商业机会、降低现代农业和旅游服务业与城市需求的对接交易成本具有显著作用。

建立和完善乡村创新系统，加快推进乡村振兴战略，实现城乡联动和可持续、包容性发展，是一项系统工程，对政策制定者提出了诸多基于中国情境的挑战。未来三十年，现代农业产业的发展趋势将融合科学性与人包養網文性，通过发展转基因技术提高育种品质、发展数字农业、加快低碳农业发展，特别是进一步大幅提升我国农业的劳动生产率，这对真正实现共同富裕以及早日实现中包養华民族伟大复兴，将有十分重要的意义。
